- Step 1: Make the Crust

2 tbsp. powdered sugar
1 egg yolk
2 tbsp. heavy cream
In a large bowl, combine the flour and butter. Use a pastry cutter or your hands to work the butter into the flour until it resembles coarse sand. Add the powdered sugar, egg yolk, and heavy cream, and mix until the dough comes together. Wrap the dough in plastic wrap and refrigerate for at least 30 minutes. - Step 2: Prepare the Filling
1 cup cream cheese
1/2 cup whole milk
3/4 cup granulated sugar
1/4 cup cornstarch
3 egg yolks
1 tsp. vanilla extract
1/2 tsp. salt
In a medium saucepan, whisk together the cream cheese, milk, sugar, cornstarch, egg yolks, vanilla extract, and salt until smooth. Cook over medium heat, whisking constantly, until the mixture thickens, about 5-7 minutes. Remove from heat and let cool. - Step 3: Assemble the Tarts
