- 2 pounds chicken wings
- 1/2 cup all-purpose flour
- 1 teaspoon salt
- 1/4 teaspoon black pepper
- 2 tablespoons vegetable oil
- 1/4 cup soy sauce
- 2 tablespoons rice vinegar
- 2 tablespoons hoisin sauce
- 2 tablespoons honey
- 2 cloves garlic, minced
- 2 teaspoons ginger, grated
- 1 teaspoon dried red chili flakes
- 2 scallions, thinly sliced
- 1/4 cup cilantro, chopped

Instructions:
- In a large mixing bowl, whisk together the flour, salt, and pepper. Add the chicken wings and toss to coat evenly.
- In a large skillet over medium-high heat, heat the oil until hot. Add the chicken wings and cook for 10-12 minutes, turning occasionally, until crispy and golden brown.
- In a small saucepan over medium heat, whisk together the soy sauce, rice vinegar, hoisin sauce, honey, garlic, ginger, and dried red chili flakes. Bring to a boil and then reduce heat to a simmer. Cook for 2-3 minutes, or until the sauce has thickened slightly.
- Pour the sauce over the chicken wings in the skillet and toss to coat evenly. Cook for an additional 2-3 minutes, or until the sauce has caramelized on the wings.
- Transfer the chicken wings to a serving platter and sprinkle with the scallions and cilantro.
